List all spreadsheets in the specified Google Drive folder. If no folder is specified, uses the configured default folder or lists from 'My Drive'. Args: folder_id: Optional Google Drive folder ID to search in. If not provided, uses the configured default folder or searches 'My Drive'. Returns: List of spreadsheets with their ID and title
